India stands to benefit as Trump suspends Russia sanctions, easing pressure on oil trade

Trump waives new sanctions and tariffs just days before implementation; the sanctions waiver is particularly relevant to major Russian energy buyers, including India and China.

US President Donald Trump has suspended a sweeping package of economic sanctions against Russia, reversing a major legislative effort to tighten financial pressure on Moscow over its continuing war in Ukraine. The decision comes amid growing tensions between Washington and Kyiv and concerns over rising global energy prices.

In an executive order issued on Friday, October 16, Trump waived several sanctions, trade restrictions and import duties introduced under legislation passed by the US Congress last month. The president justified the decision on national interest grounds, just two days before key provisions were scheduled to take effect.

The move has triggered criticism from American lawmakers and Ukraine, particularly as Washington has recently moved to facilitate Russian diesel exports in an effort to ease pressure on international fuel markets.

Sanctions passed by Congress put on hold

The legislation, known as the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, was signed into law by Trump on September 18 following rare bipartisan support in Congress.

The law was designed to weaken Russia's ability to finance its military operations by targeting officials, financial institutions, shipping networks and countries facilitating Russian energy trade.

The measures included additional duties of up to 100% on goods from the five largest importers of Russian crude oil and natural gas if they made new purchases from October 18. The legislation also provided for punitive tariffs on countries facilitating Russian oil sanctions evasion.

Under the framework, goods imported directly from Russia could face additional duties of 500%, subject to specified exemptions and presidential waivers.

The executive order makes clear that the waivers do not automatically cancel sanctions imposed under earlier executive orders. The suspension will remain in place until the administration decides further action is necessary.

Russian diesel deal fuels controversy

The sanctions waiver follows Trump's controversial agreement with Russia to increase diesel supplies, a decision presented by the US administration as part of its efforts to contain rising fuel prices.

Trump recently announced that Russia would supply more than 300,000 metric tonnes of diesel initially, followed by another 500,000 tonnes in November and one million tonnes thereafter.

The president also indicated that Russia could deliver an additional three million tonnes within a relatively short period.

The arrangement represents a significant departure from Washington's earlier strategy of restricting Russian energy revenues to reduce Moscow's capacity to finance the war.

The agreement has attracted criticism from both Democratic and Republican lawmakers, who argue that increased Russian energy sales could provide Moscow with additional financial resources.

Trump's growing rift qwith Zelensky

The latest decision also reflects deteriorating relations between Trump and Ukrainian President Volodymyr Zelensky. Trump has increasingly criticised Ukraine's military strategy, particularly its attacks on Russian oil refineries and other energy infrastructure.

The US president has suggested that Ukrainian strikes against Russian energy facilities are contributing to higher fuel prices, placing additional pressure on American consumers.

He recently announced what he described as an agreement between Russia and Ukraine to stop attacking each other's energy infrastructure. However, Kyiv disputed the suggestion that it had agreed to such an arrangement.

Zelenskyy has strongly criticised Washington's decision to facilitate Russian diesel sales, warning that the resulting revenues could strengthen Russia's financial position.

Why global oil markets matter

Trump's policy shift comes against the backdrop of elevated international energy prices and mounting political pressure ahead of the US midterm elections in November.

Higher petrol and diesel prices have become a concern for American households and businesses, making energy affordability a politically sensitive issue for the administration.

By easing restrictions on Russian energy trade, Washington appears to be prioritising additional fuel supplies and price stability over immediate economic pressure on Moscow.

What does the decision mean for India?

The sanctions waiver is particularly relevant to major Russian energy buyers, including India and China. Both countries have been closely watched by Washington because of their purchases of Russian crude oil.

The proposed 100% additional tariffs on major buyers of Russian energy could have created significant trade risks for countries continuing to source oil from Moscow.

By suspending the measures, Trump has temporarily reduced the possibility of new US trade penalties specifically linked to these provisions.

For India, the decision could provide some relief to refiners and energy importers by reducing uncertainty surrounding Russian crude purchases.

India's energy import bill remains sensitive to international oil prices, supply disruptions and geopolitical tensions. Continued access to competitively priced crude can help refiners manage procurement costs.

However, the waiver does not eliminate existing US sanctions or guarantee unrestricted Russian oil trade. Indian companies must still comply with applicable restrictions, including measures affecting sanctioned entities and transactions.

For now, Trump's decision has delayed the implementation of one of the most extensive new US sanctions packages targeting Russia.

The immediate effect is reduced pressure on Russian energy trade and major importing nations. The broader consequences, however, will depend on whether Washington maintains its softer approach or returns to tougher economic measures as the war in Ukraine continues.
