
Kerala is set to introduce a new low-interest loan scheme for women-led enterprises in the tourism sector, marking a major step towards gender-inclusive economic growth. The initiative, announced by Minister for Public Works and Tourism P. A. Mohamed Riyas, will be implemented in collaboration with the Kerala State Women’s Development Corporation.
The Minister informed the State Assembly that discussions have been held with the Minister for Women and Child Development to finalise the framework of the scheme, which is expected to receive approval by the end of this month. The programme will provide financial support and credit access to women entrepreneurs engaged in tourism-related businesses such as accommodation, transport services, travel operations, and guided tours.
The initiative is designed to make Kerala’s tourism ecosystem more inclusive and women-friendly, encouraging greater participation of women in the travel and hospitality industry. By providing low-cost financing and promoting self-reliance, the state aims to strengthen its reputation as a safe and equitable tourism destination.
A key component of the broader women-friendly tourism policy is the creation of a statewide network of women service providers — including tour operators, homestay owners, drivers, and hospitality professionals. This network will serve as both a safety framework for women travellers and a collaborative platform for empowerment and entrepreneurship.
The model is also expected to generate sustainable employment across both rural and urban areas, while expanding the role of women in Kerala’s tourism value chain.
Skill development and training will form an integral part of the mission. The government plans to conduct capacity-building programmes covering entrepreneurship, communication, financial literacy, and hospitality management.
Minister Riyas highlighted that Kerala, already known for its world-class hospitality and responsible tourism, is now focusing on developing women as leaders and professionals within the industry. “The initiative reflects Kerala’s commitment to strengthening its human capital and ensuring that tourism growth benefits all sections of society,” he said.
The government has also recognised the contribution of women artists and cultural practitioners to the state’s tourism identity. As part of upcoming projects, women will play a greater role in cultural performances, art-based tourism, and community-driven travel experiences, helping to preserve Kerala’s local traditions while enriching visitor engagement.
Kerala’s tourism framework has already earned national recognition for ensuring accessibility for senior citizens and differently abled travellers. With the addition of women-focused policies, the state continues to set new standards for responsible, inclusive, and sustainable tourism development.
