The Kerala State government has unveiled its Vision 2031 document, outlining a comprehensive roadmap for industrial growth and economic transformation.

Blueprint for growth

Presenting the document, Industries Minister P. Rajeeve said the plan focuses on structural reforms, industrial corridors, and innovation hubs to strengthen the secondary sector. A key initiative includes amending the Single Window Clearance Board Act to facilitate the creation of industrial townships and special investment zones.

To meet future industry demands, the government will establish the Kerala University for Skill Development and Entrepreneurship under a public-private partnership model. The institution will provide industry-oriented education, integrating learning, incubation, and knowledge generation to equip the youth for emerging opportunities.

Vizhinjam and GCC

A major highlight of the plan is the Vizhinjam Outer Area Growth Corridor, aimed at developing the Vizhinjam port region into a global economic hub. This will be complemented by the Vizhinjam-Kollam-Punalur Growth Triangle, spanning over 1,700 acres, envisioned as a port-based smart industrial ecosystem.

The document also proposes setting up 200 Global Capability Centres (GCCs) and special innovation parks to attract high-tech and global technology firms to Kerala.

In Kochi, a Global City Project will come up on 358 acres as part of the Kochi–Bengaluru Industrial Corridor. Designed to attract global financial institutions and corporate headquarters, the project is expected to generate 1.2 lakh direct and 3.6 lakh indirect jobs.

Further strengthening the State’s position in the defence and technology sectors, an aero-defence and drone industrial cluster will be developed near the Vikram Sarabhai Space Centre and ISRO in Thiruvananthapuram.

Malabar developments

The Malabar region will see major developments, including a Biotech and Life Sciences Campus, an Electronic System Design and Manufacturing (ESDM) and Power Electronics Campus, and Arena Malabar (Kerala Sports Metropolis) — a multi-sectoral project combining sports, healthcare, and industry.

Meanwhile, a Kannur–Kasaragod Industrial Corridor, spread across 2,000 acres, will focus on Fintech, IT-ITeS, AI, robotics, handlooms, and logistics. A Mega Food Processing Park in Kollam will drive value addition in spices, seafood, coconut, and cashew products, while a Medical Biotech Hub (500 acres) in Thiruvananthapuram and a Mega Industrial City (2,000 acres) in Kottayam will boost manufacturing and research.

Thrissur will host a Robotics Park and a Gem and Jewellery Park, while Wayanad Coffee Park and Palakkad Graphene Aurora Park are also part of the vision plan.

To promote clean energy, the Green Hydrogen Valley Project, with Kochi and Thiruvananthapuram as key hubs, will become operational by 2031.

The Vision 2031 document marks an ambitious push by the Kerala government to transform the State’s industrial landscape, positioning it as a hub for innovation, technology, and sustainable development in the coming decade.
