Kerala has once again secured a prominent position in the Ease of Doing Business rankings, being recognised as a top achiever in the fast movers category under the Business Reforms Action Plan (BRAP) 2024. The award was presented at the Udyog Samagam 2025 in Delhi on Tuesday. Union Minister of Commerce and Industry Piyush Goyal presented the award to Kerala’s State Industries Minister P. Rajeeve for the state’s progress in implementing business reforms.

Kerala achieved a 99.3% score in the fast movers category, with the assessment factoring in 30% weightage for reform implementation and 70% based on investor feedback. The score reflects the practical experiences of businesses in the state.

Areas of improvement

Minister Rajeeve noted that the state's performance in ease of doing business had improved further from the previous year. “Last year, we implemented 91% of reforms. This year, we implemented 99.3%. Out of 34 reform areas, we implemented 30,” he said.

Kerala has made significant progress in areas like quick electricity and water connections and fast business registration. These changes have streamlined processes and reduced bureaucratic delays for businesses.

Along with Andhra Pradesh and Rajasthan, Kerala was ranked among the Top Achievers in the Fast Movers category. Other states like Tamil Nadu, Maharashtra, and Gujarat were listed in the Aspirers category.

Minister Rajeeve expressed that the recognition would further enhance the state's business environment and boost investor confidence.
